IL Chamber: New Year, New Laws for 2012

My name is Andrew Proctor and I'm Director of Advocacy with the Illinois Chamber of Commerce based out of Springfield.    

 

One of my primary functions is to serve as a liaison between the Illinois Chamber Government Affairs staff and local chambers of commerce throughout the state.  The Illinois General Assembly will be starting its Spring Session in the next couple of weeks; if you or any of your members have any question on legislation as it moves through the statehouse, please do not hesitate to contact me at aproctor@ilchamber.org or by phone at 217-522-5512 ext 296.            

 

In the meantime, as with each New Year, new state laws go into effect.  I have created a page on our grassroots website, called the Prosperity Project, highlighting some of the major new laws that have or will become effective in 2012.  

 

If you would like more information on how to become a member of our statewide Prosperity Project Network and to learn how to use it as a tool to inform and engage your members on major legislation as it moves through the statehouse, I would be more than happy to talk to you about how to get involved and setup.

Wolf & Company Makes a Difference This Holiday Season

   Wollf & Company employees have made a commitment this holiday season to give the gift of giving by participating in various firm sponsored volunteer events. "Volunteering makes a huge impact in the lives of others and it's an opportunity to make someone's holiday wish come true. Employees find it rewarding to devote the time and energy to better the lives of others and the community in which they live in. Our employees' involvement in the community is an indication of how committed they are to our core values" says Russ Romanelli, Managing Partner.

   Employees participated in a food drive to benefit the Greater Chicago Food Depository in an effort to help those in need this holiday season. Through this volunteer effort, 4,225 items were donated. Some items that were collected include: canned meat, fruit and vegetables, fruit juice, jelly, macaroni and cheese, pasta, peanut butter, rice, stew/soup and whole grain cereal.

   Forty Wolf & Company employees volunteered at the Northern Illinois Food Bank in Geneva, Illinois. Volunteers were able to do a variety of projects including sorting, evaluating, cleaning and packaging donated food prior to distribution. Northern Illinois Food Bank serves over 61,000 individuals each week through a network of more than 660 food-assistance sites.

   Lastly, the firm made a donation to Leyden Family Service and Mental Health Center. They provide a variety of counseling, treatment and preventative services for adults, adolescents, children, senior citizens and those that suffer from mental illnesses.

Village of Montgomery posts:

Electronics Banned from Landfills

Effective January 1, 2012

   Beginning January 1, 2012, electronic equipment can no longer be collected with regular trash due to of a new landfill ban in Illinois.  The Village of Montgomery will be offering drop-off recycling events to allow residents to dispose of electronics and other common recyclable items.  The first event in 2012 will take place on Saturday, January 21st from 9:00 a.m. until noon in front of the Police Department at 10 Civic Center Avenue. 

Items to be collected include appliances, metal, car fluids, batteries and all types of electronics and electrical items.  There is no charge to drop off these items.  All items that plug in will be accepted-including lamps, TVs, handheld mixers, computers, VCRs-and all other types of electronics and electrical items.  This special collection effort will allow these items to be recycled instead of depositing them in a landfill where they can contaminate the ground.

   Please note that this recycling event will not accept paint, fluorescent light bulbs or car tires.

Village of Montgomery Extends Recycling Cart Selection Period through January 23, 2012

   Under the recently signed solid waste contract, Allied Waste will supply all Montgomery households with wheeled, covered recycling carts at no charge to the residents.  The standard cart size is 65 gallons, but residents may choose a smaller 35 gallon cart, or a larger 95 gallon cart.  The new, extended deadline for contacting Allied Waste to select one of the optional sizes is through January 23, 2012.   Residents who are unsure about which size cart to request can view all three carts at village hall, 200 North River Street in the village's downtown and or at the village police station on 10 Civic Center Avenue off U.S. Route 30 on the village's far west side.

   Recycling carts will be delivered by Allied Waste to residents during the week of February 27, 2012.  The new recycling program will begin the following week of March 5, 2012 when Allied Waste will deploy side-loading trucks specifically designed to pick up and empty the recycling carts.  The new carts replace the smaller 18 and 25 gallon containers currently in use.  Residents may continue to use their old bins for additional recycling materials if there new recycle cart is full.  In approving the new contract with Allied Waste, the board chose a recycling cart program for village residents with the hope that residents would find the carts with wheels and attached lids easier to use while also cutting down on wind-blown garbage and improving participation in the village's recycling program.

   After the January 23 selection period deadline, residents will use the 65 gallon carts until after August 1 at which time residents will again have the option of selecting a larger or smaller cart.  After August 1, there will be a $40 fee to change their cart size.
   The recycling carts are being provided to village residents under a new, five-year solid waste contract adopted by the village board last month.
 

Montgomery Village Board Takes Action to Resolve Boulder Hill Water Issues 

   The Montgomery Village Board heard from eight residents of Boulder Hill on Monday night regarding water quality issues.  Board members took the complaints to heart, and voted on Wednesday night to expedite repairs by paying the repair company extra to work two shifts daily plus weekends.  Assuming no other issues arise, Well No. 14 could be back up and running as early as January 20th, approximately 6 weeks ahead of the initial schedule.

   Issues with high iron content in the water arose several weeks ago following the failure of the pump in Well No. 14, located on the west side of the Village.  With Well No. 14 out of commission, changes were made to reroute water from other wells in order to provide a sufficient water supply system-wide.  However, the change in direction of the water flow apparently loosened rust deposits in the water mains in a localized area in Boulder Hill, resulting in high iron content and a "rusty" appearance to the water in that area. 

"I feel so bad that this has happened," said Village President Marilyn Michelini.  "We really feel for the people who have been dealing with the rusty water issues and we have been working hard to find a solution as quickly as possible."

   Pump and motor repair work began soon after the pump failed, but the timeline initially provided by the contractor showed repairs would not be completed until mid-March.  When residents first notified the Village about the water quality issues, Village staff began weekly water main flushing in the affected area and also met with the Village engineer to explore expedited repair options.  The Village sent a letter to approximately 700 homes in the affected area and began offering line surges at individual homes in an effort to flush out the rusty sediment.  When these measures had limited success, Village staff and the Village engineer contacted chemical consultants to schedule site meetings and analysis, and brought repair options to the Village Board on January 11th.

   Trustee William Keck expressed the consensus of the Board when he said, "I certainly believe we should spend the extra money to do the quicker repair schedule.  This has an urgency and no matter what, we'll find the money to do this."  He went on to say, "We have always prided ourselves on the water supply that we've had in this Village.  We've never skimped and cut any corners."

   Trustee Matt Brolley added, "It's absolutely worth it to spend the extra money to get this fixed.  The Village has been very proactive on this and has worked real hard.  We acknowledge there is a problem and we are working to fix it as fast as possible."
